Congressional Republicans Embrace Trump's Proposal to Overhaul Affordable Care Act

American senators are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a plan unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Growing Consequences of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

President's Plan from Florida Resort

As Saturday's session got under way, GOP senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's proposal. "We must stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Response

Democratic senators shared alarmed responses to Trump's proposal.

"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker responded to the criticism of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."

Ongoing Talks

The Senate adjourned without reaching a solution, but Senate Republican leaders have signaled an willingness to an developing proposal from a handful of moderate Democrats to end the shutdown in exchange for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to reopen the government and extend the subsidies for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the future of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some observers suggested that the essence of such a plan would remove the ACA's mandate that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his residence and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a iteration of the plan that failed to secure enough support in 2017.
